Baked pasta with minced meat and béchamel sauce

Instructions:
Cook the pasta:
Boil water in a large saucepan. Add salt and a little oil. Cook the Ditali Rigati pasta for 7 minutes. Drain and set aside.
Prepare the béchamel sauce:
In a saucepan, melt the butter over medium heat. Add the flour and stir continuously for 2 minutes.
Gradually pour in the milk, whisking until the sauce thickens. Season with salt, black pepper, and nutmeg.
Stir in the grated mozzarella until melted. Set aside.
Prepare the meat and vegetables:
Heat the oil in a pan over medium heat. Add the minced meat and cook until browned.
Add the onion, carrot, and garlic. Cook until the vegetables are tender.
Stir in the mushrooms, bell pepper, and tomato paste. Season with salt, black pepper, paprika, and mixed herbs. Let it cook for a few more minutes.
Assembly and cooking:
Preheat the oven to 180°C (356°F).
In a baking dish, arrange the cooked pasta, meat mixture, and béchamel sauce.
Sprinkle with spring onions, parsley, and the remaining mozzarella.
Bake for 40 minutes, until golden brown and bubbly.
